STUDIES ASSOCIATION
The German Studies Association is a national and international association of scholars in all fields of German studies. Its interest spans the period from early times to the present Federal Republic of Germany, Austria, and Switzerland. A multidisciplinary and interdisciplinary organization, the Association welcomes as members individuals whose interests involve specific or broad aspects of history, literature, politics and government, and other fields relating to German-speaking Europe. Members of the Association receive the German Studies Review, the Newsletter, the Conference Program, and all other publications. The Association holds an annual conference, usually in early October. A Call for Papers is issued in the winter of the preceding year, and the deadline for submissions of proposals is announced for the following spring. A Conference Program is sent to each member. Newsletter The Association publishes a Newsletter containing news of the Association, professional news, information about grants, research opportunities, information about computers and software for academic users, films and classroom aids, major resource collections, archival reports, occasional reviews of current literature and textbooks, and other news. German Studies Review The journal of the Association is German Studies Review, published three times each year, in February, May, and October. The Review contains articles and book reviews in history, literature, political science, or interdisciplinary topics. Publication is in the language of submission, English or German. GENERAL
INFORMATION
LOCATION The 1999 Twenty-Third Annual Conference of the German Studies Association will meet in Atlanta, Georgia, from October 7 through 10. The Conference Headquarters Hotel is the Omni Hotel at CNN Center, 100 CNN Center, Atlanta, Georgia. Tel: (404) 659-0000. The supplementary hotel is the Westin Peachtree Plaza, located at 210 Peachtree Street, NW, Atlanta, Georgia. Tel: (404) 659-1400. All hotel reservations must be made through the GSA Main Office, and the hotels will not accept reservations under the GSA block except those made through the GSA Main Office. It is not possible to transfer from one hotel to another, since GSA has a fixed block of rooms at each hotel and these are filled in our office. Discounted GSA room rates for each of the hotels is: $109 for the Omni, and $119 for the Westin, plus tax. Reservation requests may suggest one of the hotels, but GSA reserves the right to place registrants in either hotel. Hotel rooms at the GSA rate are only available for persons attending or participating in the Conference. Room rates outside of the GSA block are $170 per night single at the Omni Hotel and $180 at the Westin. Hotel reservation requests will only be accepted when accompanied by a Conference Registration Form. GSA will send completed hotel reservation forms to the hotels and the hotels will mail out confirmations. If you have not received a confirmation, do not call GSA, because you will need to contact the hotel for confirmation in any case. Call the Omni Hotel at CNN Center. If you are not listed there, you will be listed at the Westin and can call them to send you a confirmation. GSA has requested that confirmation forms for addresses outside of North America be sent by air mail. Observe the cut-off date for our room block. It is September 22. If we do not receive your hotel reservation (and the conference registration) by the deadline, there is a possibility that there will be no room for you. It is also possible that our block will be exhausted if reservations are received shortly before the dead line. In the case of our block being exhausted before the deadline, we will make every effort to secure an alternative hotel. In the case of missing the deadline, we shall make every effort as well, and you should check with the Omni Hotel upon arrival if you have not received a confirmation before departure. Late reservations, or reservations "postmarked" by the deadline, are late. GSA will try, but can make no guarantees. Remember, your reservation must be received by the deadline, and mails in the United States are not to be trifled with. REMEMBER! It is necessary to register for the Conference to attend sessions and it is necessary to register in order to receive a hotel room. If you are doubling in a room with someone, both parties must register for the Conference, and if the forms are sent individually, they should indicate with whom the individual is sharing the room. You may not attend any session without wearing a badge. Persons without badges will not be permitted access to any sessions at all. Badges are necessary throughout the Conference. Sessions are scheduled in the Omni Hotel, and participants are advised to consult the map in this Program to ascertain the location of the meeting rooms. IMPORTANT INFORMATION FOR ALL INTERNATIONAL PARTICIPANTS! The
United States is not a member of the European Banking Consortium. Eurocheques
are not accepted by American banks or by hotels, restaurants, shops, etc.
Some banks will make an exception, sometimes for a fee. Rates vary. If
you must convert a Eurocheque, write it out in Deutsche Marks, not U.S.
Dollars. The European banks do not recognize Eurocheques in dollars! Thus,
an American bank may accept a Eurocheque for conversion at the dollar-mark
rate with or without a fee or may decline to accept it at all. If it is
written in dollars, expect a fee of up to 40%. Experienced European travelers
bring traveler�s checks (available in any European bank). Either dollar
or DM Traveler�s Checks are generally accepted by banks. Traveler�s Checks
in dollars are accepted by hotels, restaurants, and shops. Credit cards
are another good way to pay. They are widely used in the United States.
The most popular are MasterCard, Visa, and Eurocard (which is MasterCard).
Less popular are Diner�s Club and American Express.
REGISTRATION INFORMATION Pre-registration by Mail Pre-registration at the reduced rate is available for members of the Association whose membership was in good standing as of July 1, 1999. Persons who join the Association after that date pay the non-member rate. A registration form is enclosed with this program and should be used to facilitate registration by mailing it before the deadline. Pre-registrants may pick up their registration packet at the GSA Registration Desk. Registration for members as of July 1, 1999 is $55. Registration for non-members and those who joined the Association after July 1, 1999 is $65. Pre-registration for the conference is available with the form in this program until September 10, 1999. Anyone may register at the Conference at the GSA Registration Desk. The special hotel rate is provided only to those persons who pay the Conference Registration Fee before check-out. The Registration Desk is located in the Main Lobby of the Omni Hotel. Luncheons are scheduled for Friday and Saturday, and the Banquet of the Association will be held on Friday evening. Attendance at the meal functions is by pre-registration only, and tickets should be ordered and paid for by check. After September 23, the availability of tickets for meal functions cannot be guaranteed. Meal tickets will be available in the registration packet which you receive at the Registration Desk. Kindly do not forget the meal ticket. Admission to the meals will not be permitted without a ticket. The hotel closes its meal count twenty-four hours in advance. Wear
your Registration Badge during the Conference. Only persons wearing an
official GSA Registration Badge will be permitted in the Conference Area.
Persons not wearing a badge will be denied entry. GSA representatives will
assist those who have no badge by guiding them to the Registration Desk.
No presenters may present a paper without wearing a Registration Badge.

Participants from Germany, Austria, and Switzerland: It is often the case in your country that persons are invited to a conference in order to present a paper. In such circumstances, that individual is not expected to pay registration fees. That is not the case for American scholarly associations. This is because American scholarly associations are supported by the membership and by participants. Here, no one is invited, and all are treated equally as having proposed papers/sessions. Thus, all are required to pay registration fees. American associations are �shared gatherings,� and costs are covered by sharing expenses, such as paying registration fees. This includes foreign participants who also present papers. You are not exempt, and are expected to participate in the costs as well as the benefits. All participants must pay registration fees. SPECIAL PLENARY SESSION OF THE FUTURE OF GERMAN-AMERICAN RELATIONS The Association is pleased to host a Special Plenary Session organized by the Deutsch-Deutsch-Amerikanischer Arbeitskreis (DAA) on the Future of German-American Relations. Speakers in this session will be announced in the Conference Newlsetter that is distributed at the Registration Desk to all participants. DAA has invited representatives of government, politics, and business from both Germany and the United States to a dialogue on current issues and problems, and the prospects for the future. Now that the European Union has launched its own currency and nominated a High Representative for Foreign and Security Policy, and a compromise solution has been found for leadership of the World Trade Organization, with questions revolving around Kosovo, Eastern Europe, relations with the Russian Federation, trade worldwide, and the future of NATO, GSA provides a venue for a discussion in our last Conference in this century. There
are no parallel sessions at this time. This is listed as Session
118 in the Program, and will take place on Saturday afternoon from 4:30p.m.-6:30
p.m. in the Rutherford Room. Discussion with the audience is anticipated.
GSA urges that you come and take part in the discussion.
DAAD/AICGS RECEPTION The DAAD/AICGS, directed by Jackson Janes, will host a hospitality reception on Saturday afternoon, October 9, at 7:00 p.m. Room locations will be announced at the meeting. ALEXANDER VON HUMBOLDT-STIFTUNG RECEPTION The U.S. Liaison Office of the Alexander von Humboldt Foundation will host a hospitality reception on Saturday, October 9, from 7:00 to 9:00 p.m, in the Omni Terrace, located on the Café Level of the CNN Omni Hotel. For the second consecutive year, this reception will allow directors Robert Grathwol and Donita Moorhus to meet Humboldtians and those interested in the foundation�s programs at the GSA conference. The
Humboldt Foundation offers grants for extended research stays in Germany
to scholars in all fields. The Humboldt Research Fellowship is open
to highly qualified scholars under 40 years of age who hold a doctorate.
The Bundeskanzler Scholarship program allows exceptionally able young American
scholars and practicing professionals the opportunity to pursue a self-designed
research project in Germany. Candidates must be under 35 years of
age and hold at least a B.A. For more information about the foundation,
